The Penner report (Indian Self-government in Canada, 1983) stated that in order to realize self-government that native communities must widen and deepen the local economic base. To this end Nations must develop capable governing insitutions that provide stability, seperate business from politics, provide fair and reliable processes to effectively produce more services and/or products. Carden Consulting has successfully assisted First Nations and Aboriginal organizations to develop their leadership through tailored governance policy development and strategic planning that supports the establishment of Development Corporations and formalizing as not for profit organizations, using a Nation Building Approach.
